What gets hooked to this chain? I'm thinking horse, dog, wildebeest, or hot air balloon. Something that rotates it through a full range of motion.

I don't think anything's been hooked to it for some time. It's up on a wall at Cabot Tower on Signal Hill in St. John's. (http://en.wikipedia.org/wiki/Cabot_Tower_%28Newfoundland%29).
At one point it may have held a guy wire, but I can't be sure. However now it sits free. That area gets some pretty heft winds. Coupled with tourists playing with it, I imagine that's where the erosion came from.
